Amendments to the Act for the Recruitment and Employment of Foreign Professionals

Effective Jan 1, 2026, except Arts. 4, 28, 29 effective June 30, 2026

1.Expanded Scope:
•Added "Environment" and "Biotech" to special expertise fields. Changed "Sports (Physical Education)" to "Sports" (aligning with Ministry of Sports).
•Bilingual Education: High schools and below may employ foreign teachers for arts and activity-related fields/subjects.
2.Digital Nomad Visa: Stay period extended from 6 months to 2 years to attract talent.
3.Permanent Residence:
•Foreign Special Professionals meeting conditions (e.g., annual income > NT$6 million) may apply after 1 year of residence.
•Graduates with an Associate degree or higher in Taiwan may offset 1-3 years of the continuous residence requirement.
4.Labor Rights:
•Foreign Professionals may apply the New Labor Pension Scheme without permanent residence.
•Permanent residents eligible for Employment Insurance.
•Permanent residents (and dependents) meeting residence tenure (10 years) eligible for partial disability/long-term care services.
